The idea of launching the Malopolska Development Policy Observatory was conceived in 2005 as a response to increasing information needs of regional authorities. Gradually, the Observatory have become an instrument of providing and analyzing data on absorption of the European funds, effects of implementation of the projects co-financed by the funds and their impact on the socioeconomic development of Malopolska.
Since 2008 the Observatory has been functioning as a system project co-financed by the “Human Capital” Programme. Along with three other observatories (Malopolska Economic Observatory, Malopolska Social Policy Observatory, Labour Market and Education Observatory of Malopolska) it creates the Malopolska Regional Development Observatories (MRDO).
The Regional Development Observatories were created in order to get an impact on quick, rational and effective decision-making processes of the regional development. They provide information on processes of the socioeconomic development in the region and on achieving development policy objectives. They also provide a synthetic impact evaluation of different public intervention instruments in the region, especially concerning European programmes. There are various benefits for the Malopolska region resulting from the Observatories: they are meant to provide an analytic background of the region (and, in the future - the regional research centre) and a contribution to building human capital and educating regional workforce.
The overriding objective of the Malopolska Development Policy Observatory, having a co-ordinating role in the system of the MRDO, is analyzing the impact of the European Union funds on sustainable development of the region and development of selected sectors of regional activity, as well as changes within the rural territories. The Observatory also carries out research on compliance of EU- financed projects with the Ma³opolska Region Development Strategy and examines their impact on the strategy implementation.
Moreover, the Malopolska Development Policy Observatory derived from the need of building up information potential of self-government administration. The Polish public statistics system does not fully monitor socioeconomic changes, in particular the influence of European funds on regional development. The Observatory will provide forecasts on development trends in co-operation with public statistics institutions, universities or private companies dealing with social or economic research, evaluation, economic consulting, etc.
The Malopolska Development Policy Observatory operates within the Department of Regional Policy of the Marshal Office of the Malopolska region. Andrzej Binda is the head of the project.
